The ads can be either static, rich media or animated but you should confirm with advertisers that certain formats are supported. Newsletters usually do not support flash or animated gif's due to application restrictions and compatibility issues. Static ads are usually the most recommend due to the universal adaptability amongst websites, advertising platforms and newsletters.
